The only game I have ever seen offering this kind of gameplay. Ports of Call is as unique as Oil Imperium is. The game is mostly a business game but it does include several action-based scenes where you have to control your ship. You start the game with an amount of cash and you have to buy your first ship. You also have to select your homeport, company name and a few more things to get your business started
